IML <br />Purpose and Need <br />Civil PEs has been selected to perform professional services for the design of pavement <br />and drainage improvements for La Porte Municipal Airport and the City of La Porte via a <br />block grant administered by the Texas Department of Transportation — Aviation Division. <br />The purpose of the project is to make improvements to the airport's assets to meet grant <br />obligations in keeping the airport facilities in good condition for use by the flying public. This <br />project will identify improvements for the pavement consisting of pavement surface <br />treatment(s) to preserve the pavement condition and enhance safety. This project will also <br />analyze and design improvements to the airfield drainage to promote drainage of the airfield <br />and reduce the opportunity for stormwater to pond, creating both a structural issue with <br />saturated pavement foundations and the attraction of wildlife to the airfield. The majority of <br />the site drains to the Spencer Highway drainage system. For this reason, the Spencer <br />Highway system was also evaluated for capacity. The recommendation for on -site <br />improvements are derived to meet the local, state, and federal regulatory requirements, and <br />are discussed in subsequent sections. <br />1.1. SCOPE <br />The programmed scope of the project, as listed by Aviation Division in the most recent <br />Capital Improvement Program as well as scope indicated in the request for proposals, <br />consists of pavement improvements to rehabilitate and mark Apron 1, Apron 2, and <br />Apron 3; rehabilitate and mark Runways 12/30 and 5/23, rehabilitate Taxiways A, B, the <br />northwest hangar access taxiway at Runway 12; and rehabilitate Taxiways C and D. The <br />project also generally includes a program line item for "Drainage Improvements". In that, <br />this report identifies drainage problems on the airfield and develops solutions to correct <br />the problems. <br />2. Criteria <br />2.1. GENERAL <br />La Porte Municipal Airport is a reliever class general aviation airport. It forms a part of the <br />Texas Airport System Plan (TASP) and the National Plan of Integrated Airport Systems <br />(NPIAS) as a reliever airport. The airport has 2 runways with full parallel taxiways on each <br />runway. There are 3 Fixed Base Operators (FBOs) on the airport along with self -serve <br />fueling. The airport does not have a public terminal. <br />The current layout of the airport is presented in Exhibit 1. <br />2.2. ALP INFORMATION AND TRAFFIC LEVELS <br />The current Airport Layout Plan (ALP)', approved in January 1989, indicates that the airport <br />is based on Aircraft Approach Category "B" (speeds of about 90 knots to 120 knots) <br />' Coffman and Associates, 1989. <br />Page 13 <br />
