Brookglen Stormwater Detention Basin <br />Traffic Impact Study <br />3.2 Traffic Operations Assessment <br />An assessment of traffic operations was made for three separate traffic and land use scenarios. <br />These scenarios allowed for comparison of the before and after impacts of the proposed project <br />in the study area. <br />The scenarios include: <br /> Existing Conditions <br /> Existing Conditions with Rerouting <br /> 2041 Future Year with Rerouting <br />Traffic operational analysis at the study intersections was conducted based on the methodologies <br />th <br />outlined in the Highway Capacity Manual (HCM, 6 Edition), published by the Transportation <br />Research Board (TRB). Operating conditions at an intersection are graded by the Ðlevel of serviceÑ <br />experienced by drivers. Intersection analysis was conducted using Synchro traffic analysis <br />software. <br />Level of Service (LOS) describes the quality of traffic operating conditions and is rated from ÐAÑ <br />to ÐFÑ. LOS A represents the most desirable condition with the free-flow movement of traffic with <br />minimal delays. LOS F generally indicates severely congested conditions with Volume-to- <br />Capacity (V/C) ratio greater than one and excessive delays to motorists. Intermediate grades of <br />B, C, D, and E reflect incremental increases in the average delay per stopped vehicle.
