Introduction <br />This Implementation Guide is designed to assist the City of La Porte carry out the strategies <br />and tactics contained in the “Forward La Porte Economic Development Plan.” It provides a <br />calendar of activities, budget estimates, and performance metrics. <br />Following its delivery, La Porte’s City Council and Economic Development Corporation should <br />move to adopt the Plan (either formally or informally). By adopting the Plan, both groups will <br />express their support of its recommendations and agree to refer to it when making decisions <br />related to policy, staff, and budget. <br />How this document is utilized in the future varies. <br />City Council and Economic Development Corporation <br /> First, members of the <br />Board should commit to supporting the mission statement, vision statement, <br />and goals contained in the Strategy <br />. They should agree that all future economic <br />development decisions will tie back to these three overarching facets of the Strategy. <br />Resident’s overwhelming prioritization of beautification, downtown, Sylvan Beach, and <br />retail development should guide how city leaders allocate their time and resources. <br />The City’s economic development mission, vision, and goals should remain consistent <br />over time. <br /> Given an umbrella of support for the Strategy from La Porte’s elected officials and <br />the City Manager, Assistant City <br />Economic Development Corporation board, <br />Manager, and departmental heads have responsibility for ensuring staff are <br />working toward accomplishing its goals and recommendations <br />. The Strategy <br />should be referred to when establishing staff assignments and evaluating <br />performance. <br />city staff members should be responsible <br /> Based on direction from their managers, <br />for implementing tactics contained within the Strategy <br />. Managers may ask staff <br />to develop an individual work plan for their assigned tactic. Steps taken to implement <br />tactics will occur on a daily basis. The implementation of tactics occurs on a daily <br />basis. Tactics may be adjusted to adapt to changing circumstances as long as the <br />revision supports the strategies and goals of the plan. <br />The three-pronged approach to implementation that is described above works well for most <br />communities. It keeps elected officials focused on the City’s long range vision, helps <br />managers set direction, and gives staff specific assignments.
