Some of the recommendations that came out of that study for Precinct 2 <br />were the creation of a park- and -ride along S.H. 225 to serve La Porte and <br />Pasadena and to create a Baytown- Pasadena -La Porte Circulator. To fund <br />these initiatives, the Harris County Commissioners Court authorized the <br />Community Services Department (CSD) to be the administrator of all non - <br />infrastructure Federal Transit Administration (FTA) and Texas Department of <br />Transportation (TxDOT) Transit funds. CSD also obtained consent from the <br />Metropolitan Planning Organization (MPO) and Harris County METRO to <br />become an additional Federal Transit Administration (FTA) recipient of <br />Section 5307 funds which was the first step in the process of gaining access <br />to $4.5 million a year in federal grant funds.
