provides electronic data interchange capabilities and has six berths and 13 <br />wharf cranes. <br />Bayport Terminal <br />The Bayport Container and Cruise Terminal were developed to relieve <br />pressure on the Barbours Cut Terminal. It is a state -of- the -art facility and will <br />substantially increase the Port's container handling capacity. It will have <br />seven container berths with a capacity to handle 2.3 million twenty -foot <br />equivalent units (TEUs). In addition, it includes the Bayport Cruise Terminal <br />which will provide three berths for modern cruise vessels. The opening phase <br />was in 2007. The Bayport Terminal complex comprises chemicals and <br />chemical specialty facilities. S.H. 146 would be the major arterial for truck <br />traffic to and from the terminal, which is projected to attract 7,000 trucks <br />per day. In addition, a new rail line is proposed to be constructed east of the <br />existing Union Pacific alignment, intersecting S.H. 146 at Red Bluff. <br />Key Planning Considerations <br />1) Coordination with railroad providers to maximize the ability to move <br />freight in and out of the City, while minimizing the adverse impacts on <br />quality of life. Because roads intersect with rail lines throughout the City, <br />they must be designed to include adequate safety provisions to ensure <br />safe crossings for pedestrians, cyclists, and motorists. Signal crossings, <br />signage, and pavement markings are ways to provide for safe <br />intersection crossings. While the railroad presents some challenges, it <br />also presents an opportunity in terms of transporting goods through the <br />region. <br />2) The railroad is a constraint for east /west movement of automobile traffic <br />in the La Porte area. <br />3) The airport makes a significant economic impact and benefits the <br />economic development potential for the La Porte area. <br />4) Airport- related industrial development is a significant opportunity for <br />future growth on and around the airport. <br />5) The Port of Houston, Barbours Cut Terminal, and Bayport Terminal are <br />essential and intricately linked to the City's entire economy. <br />Actions and Initiatives <br />6) At a minimum, grade crossing safety and traffic control devices including <br />gate arms, flashing lights, signage and pavement markings should be <br />installed and maintained at railroad- roadway crossings As regional and <br />local traffic volume increases, consider coordinating with the railroad <br />31 Ibid. <br />32 Ibid. <br />A COMMUNITY VISION FOR LA T't?RTE, TEXAS - 2010 UPDATE <br />
