DRAFT JANUARY 10, 2012 <br />and other regional partners to study the need to construct grade <br />separated crossings for those street /railroad intersections that may <br />warrant it, e.g., along Bay Area Boulevard and Choate Road. <br />7) Coordinate with the railroad to ensure train speed limits are observed <br />and enforced for train operations in the La Porte area. <br />8) Encourage expanded rail service through the City for the movement of <br />freight (and if ever applicable, passengers), and capitalize on the major <br />rail infrastructure in the City. <br />9) Due to the recent decreases in tenant occupancy at the airport, e.g., the <br />leaving of the 27 Squadron of the Texas Air National Guard, and due to <br />the length of time since the last update, it is important for the City to <br />undertake an airport master plan update. The airport master plan <br />update should include the following: <br />a. Operations plan; <br />b. Updated facilities and development plan (if priorities have changed); <br />c. Economic development strategy to increase both commercial use <br />and use of the airport by nearby industry; and, <br />d. Overall site and landscape improvement plan, which includes a <br />gateway entrance and adequate buffering of the airport property <br />from neighboring subdivisions and other public rights -of -way. <br />10) Continue to monitor zoning and development in the areas immediately <br />adjacent to the airport. This is to ensure protection of the airport's long- <br />term operational interests from encroaching incompatible development. <br />11) Support the Port Authority's efforts to make more efficient connections <br />to the State Highway and regional rail system; where such <br />actions will not be detrimental to the City. <br />4.3 Thoroughfare Plan <br />The City's Thoroughfare Plan is designed to provide for the <br />future travel needs of the community by ensuring orderly <br />development of the street system, including the extension and <br />improvement of existing streets, as well as planned future <br />roadways. The Thoroughfare Plan is designed to ensure that <br />adequate rights -of -way are preserved with a general alignment <br />and sufficient width to allow for efficient expansion and <br />improvement of the street transportation system. In addition, <br />it is designed to provide opportunities for other transportation <br />modes so as to not place a fiscal burden on the community to <br />fund extensive road improvements, which, in turn, require <br />long -term maintenance. <br />While La Porte's existing thoroughfare system is nearly built <br />out, there are areas where there is opportunity for <br />A CO1v1MUNITYVISION FOR LA 1'ORTE TEXAS _2010 UPDATE <br />
