Such special circumstances require a degree of <br />flexibility and adaptability in the administration and implementation of the <br />plan. Acceptable minimum design criteria and special roadway cross sections <br />may have to be applied in constrained areas where existing conditions limit <br />the ability to meet desirable standards and guidelines. Special roadway cross <br />sections should be determined on a case -by -case basis when a unique design <br />is necessary, and these exceptions should be subject to approval by the <br />Departments of Planning and Public Works.
