January 2009. <br />development of strategies that address the weaknesses and threats by <br />building upon the strengths and opportunities. <br /> <br />As evident by the analysis, some of La Porte’s enviable strengths are its <br />strong industrial base and proximate location. Similarly, the City’s proximate <br />location is also listed as an opportunity for economic development, as was <br />improving the City’s overall appearance. The City’s identified weaknesses <br />included the City’s increasingly limited land available for development, <br />missed opportunities for generating sales tax revenue, and economic <br />diversification. Finally, the analysis identified increasing truck traffic and a <br />negative external perception, among others, as perceived threats to the <br />City’s livability. All of these issues were again discussed during the public <br />participation process of this Comprehensive Plan Update. <br /> <br />As such, these discussions formed the basis of the following focus areas, <br />along with an analysis of existing conditions and review of current programs, <br />plans, and ordinances. Each focus area contains contextual information, key <br />planning considerations, goals, (and their rationales), and advisable <br />implementation actions and initiatives.
