<br /> I <br />NFRASTRUCTURE <br />AND <br /> <br /> <br /> <br />GC <br />ROWTH APACITY <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />C3 <br />HAPTER <br /> <br /> <br /> <br /> <br />As detailed in , the City experienced <br />‘Š™Ž›ȱŗǰȱŽ–˜›Š™‘’Œȱ—Š™œ‘˜ <br />significant growth rates over a 20 year period from 1970 to 1990. More <br />recently, over the past two decades, the rates of growth have decreased and the <br />remaining developable areas have become finite. While there will still be <br />growth in population, the City needs tomust transition its focus from <br />greenfield to infill development. Similarly, the City needs tomust transition <br />its focus from adding new infrastructure, facilities, and services to one <br />focused on the expansion and maintenance of the systems that already exist. <br />The decisions made today will have lasting effects continued <br />abilities to generate economic growth and provide adequate, efficient, and <br />fiscally responsible municipal services to its citizens. <br />2.1 Introduction <br />This chapter is closely related to other elements of this plan <br />2001 vs. 2011 Plan Comparison <br />addressing land use and community character, mobility, and <br /> <br />economic development as they relate to development, <br />2001 2011 Update <br />redevelopment, its <br />Ch. 6, Utility <br />demands for providing and improving public facilities and <br />Infrastructure Systems <br />services. The analysis and findings presented in this chapter are Ch. 3, Infrastructure <br />Ch. 8, Community <br />and Growth Capacity <br />based primarily on known factors regarding existing utility <br />Facilities <br />infrastructure systems, programmed and anticipated utility <br />Ch. 11, Public Safety <br />improvements, existing staffing and service capabilities of the <br />police, fire, and EMS departments, and projected population <br />growth of the City.
