<br />Suitability of the property for the uses to which would be permissible, <br />considering density, access and circulation, adequacy of public facilities <br />and services, and other considerations; <br />Extent to which the designated use of the property would harm the <br />value of adjacent land uses; <br />Extent to which the proposed use designation would adversely affect the <br />capacity or safety of that portion of the road network influenced by the <br />use; <br />Extent to which the proposed use designation would permit excessive <br />air, water or noise pollution, or other environmental harm on adjacent <br />land use designations; and, <br />The gain, if any, to the public health, safety, and welfare due to the <br />existence of the land use designation. <br />Individual land development proposals should be considered for approval at <br />the scale of neighborhood, sub-area, and development project planning, <br />which are to be considered in subsequent zoning and rezoning actions by the <br />City. These decisions should be based upon consideration of the established <br />policies and conformance with the Future Land Use Plan. <br /> <br />The Future Land Use Plan is not a zoning map, nor should it be used as such. <br />The detailed pattern and location of land uses on a parcel-specific basis <br />cannot be accurately predicted for 20 years into the future. Small area land <br />use decisions should appropriately be made at the scale of neighborhood, <br />sub-area, and development project planning, which are to be considered in <br />subsequent zoning and rezoning actions by the City. These decisions should <br />be based upon consideration of the Future Land Use Plan and should be <br />consistent with the generalized land uses shown in the plan. <br />Fut—”‡‘•‹†‡”ƒ–‹‘‘ˆCharacter-ƒ•‡†Žƒ‹‰ <br />One of the ways to improve community appearance is to adopt a “character- <br />based” approach to zoning and land development, which offers many <br />benefits (see inset on next page) when compared to a conventional <br />approach like that of the City’s existing ordinance. As such, this <br />Comprehensive Plan update recommends the City consider in the future to <br />transition to a character-based approach to planning. The remainder of this <br />chapter provides guidance for if and when that transition might be <br />undertaken. <br /> <br />Community character goes beyond typical categorization of the functional <br />use of land – such as residential, commercial, and industrial – to account, as <br />well, for the physical traits one can see in an area that contribute to its “look <br />and feel.” <br /> <br />2.31 <br /> <br />LAND USE & DEVELOPMENT <br />2.31 Adopted July 20, 2009 <br /> <br />
