Develop a comprehensive revitalization program <br />for those areas identified on Map 2.1, Rehabilitation Target Areas. This <br />program should include: <br />a detailed public participation process; <br /> <br />the development of revitalization plans; and, <br />updates to the City’s development ordinance and processes to <br />remove regulary impediments to infill development, redevelopment, <br />and revitalization. <br />Downtown Master Plan. Prepare a master plan for the Downtown area, <br />including Main Street and Sylvan Beach, the connections between, and <br />the transition to adjacent areas. This includes: <br />setting a clear and collectively supported vision; <br /> <br />determination of implementation framework to guide new/ <br />reinvestment; and, <br />coordinating with previous work completed on marketing and <br />branding study. <br />Unified Development Code / Modification of Regulatory Provisions. <br />Prepare a Unified Development Code (UDC) to ensure an effective <br />transition from comprehensive plan to the implementing regulations. <br />Modified provisions should include,but not be limited to: <br />building placement, design, and materials; <br /> <br /> <br />parking lot, streetscape, and foundation landscaping; <br />screening, lighting, and buffering; <br />lot design and open space; <br />street and pedestrian connectivity and access management; and, <br />sidewalk design, placement, and amenities. <br />Scenic Texas Certification.
