Intergovernmental Coordination <br />Increasingly, jurisdictions are acknowledging that issues are regional, rather <br />than local, in nature. Watersheds and other ecosystems, economic <br />conditions, land use, transportation patterns, housing, and the effects of <br />growth and change are issues that cross the boundaries of the community <br />and impact not only La Porte, but also Harris County and each of the other <br />adjacent communities. As a result, the economic health of La Porte is partly <br />reliant upon the county and neighboring communities, meaning that the <br />success of one is largely dependent on and, thus, responsible for the success <br />of the other. <br /> <br />Perhaps of greatest importance to the effective implementation of this plan <br />is recognition that all levels of government and the private sector must <br />participate. For example, the idea of improving the overall appearance of <br />corridors in the City, for instance, will not be effective without the <br />coordination of the Texas Department of Transportation (TxDOT), Harris <br />County, and in large part, the private sector as new development or <br />redevelopment occurs along these corridors. <br /> <br />Strong intergovernmental cooperation will also be instrumental in effective <br />implementation of this plan. Each of the governmental agencies shares <br />common interests and goals, including enhancing economic development <br />and providing for quality housing, services, and infrastructure needs. These <br />goals can be more effectively achieved through mutual cooperation and <br />coordination. <br /> <br />Recommended Strategies for Intergovernmental Cooperation <br />Create an intergovernmental planning advisory council, which should <br />include representatives from different entities and agencies including <br />the City, Harris County, Economic Development Corporation, La Porte, <br />ISD, San Jacinto College, Port of Houston Authority, the industrial <br />districts, and others. The council should meet quarterly to consider and <br />act on projects and initiatives that are of mutual interest and benefit. <br />Develop agreements with La Porte ISD to address potential joint <br />acquisition of park land, improvement and maintenance of land and <br />facilities, and use and management of areas and buildings. This could <br />also include a joint agreement to construct and operate a natatorium. <br />6.4 Implementation Strategies <br />Shown in Table 6.1, Summary Action Plan, are the key strategies for <br />implementation, with more detail found within the individual plan chapters. <br />These strategies highlight the steps to be taken by the City, often in <br />coordination with other jurisdictions, organizations, or agencies. It is <br />designed to be kept up-to-date and used on an annual basis as part of the <br />regular review process. Projects should be further prioritized into a five-year <br />action plan.
