Continue to implement the <br />recommendations in the City’s Water Master Plan, Water Conservation <br />Plan, and Drought Contingency Plan. In addition, consider the following: <br />completing the geographic information systems (GIS) utility mapping <br />database; <br /> <br />conducting a system-wide condition analysis of all utility infrastructure <br />to determine an appropriate short- and long-term plan of action to <br />repair, rehabilitate, or replace existing utility infrastructure; <br />identifying and eliminating any dead-end water mains; and, <br />studying to identify expanded opportunities for reuse of wastewater. <br />Public Safety Improvements.Continue to support an excellent system of <br />public safety services. In addition, consder: <br />expanding police, fire, and EMS personnel concurrent with population <br />growth; <br /> <br />constructing a new animal shelter; <br />establishing a formalized replacement and procurement program for <br />vehicles and major equipment; and, <br />providing adequate funding for training and community education <br />programs. <br />Increasing Sustainability. Determine a plan of action to improve the City’s <br />sustainability, including: <br />reaching the identified per capita water reduction targets; <br />reducing the City’s energy usage; <br />pursuing third-party certification (e.g., LEED-NC®) for design and <br />construction of all new municipal projects; <br /> <br />offering tax abatement incentives for private-sector development <br />registered with LEED or other similar sustainable design and <br />construction programs; <br />utilizing drought resistent landscaping for public improvement <br />projects and providing incentives for private sector projects; and, <br />establishing community drop-off recycling locations in each park in <br />the short-term and curbside recycling in the long-term. <br />Existing Street Connectivity Improvements.
