<br />REVISED DRAFT APRIL 9, 2012 <br />Table 6.1, Summary Action Plan – Continued. <br />Priority Primary Action Items <br />Chapter Reference <br />Business Incubator.Establish a small business incubator site within the <br />City in coordination with San Jacinto College Small Business Development <br /> <br />Center (SJC SBDC). Priority consideration should be given to locating the <br />site in Downtown or near San Jacinto College. <br />Land Banking. Develop (or support) a land banking program to acquire and <br />hold tax delinquent, condemned, and other City-owned property to <br /> <br />facilitate reassembly and redevelopment. Priority areas are identified on <br />Map 2.1, Rehabilitation Target Areas. <br />Business Retention and Expansion Program. Improve efforts to maintain <br /> relationships with existing businesses in order to determine public/private <br />strategies to overcome challenges or facilitate plans of expansion. <br />Streamlined Permitting Process. Study existing development processes <br />and regulations to determine a plan of action to resolve issues without <br /> <br />compromising the integrity of the process or enforcement of established <br />regulations. This also could include such things as fast-track permitting, <br />assistance with demolition of structures, etc.. <br />Facilitate Industry Clusters. Assess local conditions to determine favorable <br />conditions for identified industry clusters. This includes: <br /> <br />identifying appropriate clusters; and, <br />conducting surveys, interviews, and focus group discussions. <br />Business Parks. Proactively zone and market areas for higher quality <br /> business parks for those areas identified on the Map 2.6, Future Land Use <br />Plan. <br />Logistics Park. Facilitate discussion with the Union Pacific Railroad (and <br />others) to develop a special logistics park in the vacant area bounded by <br /> State Highway (S.H.) 225 and S.H. 146 and adjacent to the existing rail line. <br />This could include the creation of a general-purpose Foreign Trade Zone <br />and development of special rail sidings into the proposed park. <br />Market Retail Analysis. Undertake a market retail analysis separately or in <br /> <br /> <br />coordination with an update to the Economic Development Strategic Plan. <br />Coordinated Tourism Strategy.
