PlanningandZoningCommissionRegularMeeting <br />January29,2015 <br />MajorDevelopmentSitePlanΑLaPorteHighSchool <br />ThesiteiscurrentlyzonedR2,MediumDensityResidential,andcontainstheexistingLa <br />PorteHighSchoolCampus,includingadministrationbuildings,sportsfacilitiesandthe <br />highschool.TheschoolisapermitteduseintheR2District.TheCityofLatƚƩƷĻƭLand <br />UseMapidentifiesthisparcelasͻtǒĬƌźĭΉLƓƭƷźƷǒƷźƚƓğƌ͵ͼThefollowingtablesummarizes <br />thesurroundingzoningandlanduses: <br />ZoningLandUse <br />bƚƩƷŷ R2,MediumDensityResidentialJuniorHigh/ElementarySchoolCampus(acrossG <br />Street) <br />{ƚǒƷŷ GC,GeneralCommercialCommercial,churchandvacant(acrossFairmont <br />Parkway) <br />ĻƭƷ GC,GeneralCommercialCommercial(acrossTexasStreet) <br />9ğƭƷ R3,HighDensityResidentialExistingresidentialdevelopment(acrossSanJacento <br />R1,LowDensityResidentialAvenue) <br />Analysis: <br />ThissitedevelopmentplanwasreviewedaccordingtotheprovisionsofAppendixEof <br />theĭźƷǤƭDevelopmentOrdinance(No.1444).Becausethesiteisgreaterthan10acres <br />insize,itrequiresapprovalbythePlanningandZoningCommission.Thesiteplanisalso <br />subjecttoallapplicablerequirementsoftheĭźƷǤƭZoningOrdinance(Chapter106ofthe <br />ĭźƷǤƭCodeofOrdinances).Planningstaffhasreviewedtheproposedsitedevelopment <br />planandconcludedthattheapplicationcomplieswithallapplicablecoderequirements. <br />Staffisworkingtoaccommodatethetimingofthisapplicationandtheneedtobegin <br />constructioninatimelymanner.Asaresult,theremaybeacoupleofitemsthatneed <br />tobeaddressedandwillberecommendedasconditionsofapproval.Thefollowingisa <br />descriptionofƭƷğŅŅƭanalysisofvariousconsiderations: <br />SiteImprovements. <br />haveminimalimpacton <br />Theapplicantisproposingphasingoftheprojectinamannerto <br />theexistingoperationsoftheschool.Thefirstphasewillbeconstructionofallsports <br />facilitiesonthesite,includingfields,tenniscourts,proposedscoreboard,etc.Thenthey <br />willproceedwiththesecondphasebeingbuildingdemolitionandconstruction. <br />Followingcompletionofconstruction,thehighschoolcampuswillinclude571,464 <br />squarefeetoftotalbuildingsquarefootageand876parkingspaces. <br />th <br />ThecitysentoutareviewlettertotheapplicantonJanuary16outlininganumberor <br />itemsthatstillneedtobeaddressedwiththesiteplan(seetheattachedExhibitC). <br />ShouldtheCommissionrecommendapprovaloftheproposedsiteplan,theapproval <br />shouldbecontingentontheapplicantresolvingalltheseissuespriortoexecutingthe <br />approvalcertificatesonthesiteplan. <br />2 <br /> <br />
