PlanningandZoningCommissionRegularMeeting <br />January29,2015 <br />MajorDevelopmentSitePlanΑLaPorteHighSchool <br />Landscaping. <br />Thesitedevelopmentplanincludesproposedlandscapinginaccordancewiththe <br />provisionsofSection106800oftheCodeofOrdinances.Landscapingisrequiredin <br />locationsadjacenttowheresiteimprovementshavebeenproposed.Theproposal <br />includesstreettreesplantedinvariouslocationsalongtheperimeterofthepropertyas <br />wellasinlocationswhereparkingimprovementsareproposed. <br />Parkingandcirculation. <br />Section106838oftheCodeofOrdinancesoutlinestheĭźƷǤ͸ƭparkingrequirementsfor <br />highschooluses.Specificallythecoderequires:1spaceper4studentsand1spaceper <br />isrequiredatotalof838parkingspaces.Theproposal <br />staff.Basedonthisratio,thesite <br />includestheadditionof73parkingspaces,foratotalatprojectcompletionof876 <br />spaces. <br />FireHydrantLocations. <br />ThisisoneitemthathasnotbeenfullyresolvedatthetimeofreviewbythePlanning <br />andZoningCommission.Staffrecommendsthataconditionofapprovalbeincluded <br />withanyapprovalofthesiteplanrequiringtheapplicanttocontinuetoworkwiththe <br />FireMarshalonthelocationofhydrantsonthesiteandtoaddanyfirehydrants <br />required. <br />Drainageanddetention. <br />TheattachedExhibitDisacopyoftheDrainageAnalysisReportpreparedbythe <br />ğƦƦƌźĭğƓƷ͸ƭengineer.TheCityEngineerhasreviewedthereportforcompliancewiththe <br />ĭźƷǤ͸ƭPublicImprovementCriteriaManual(PICM)andhasacceptedit. <br />Theproposalalsoincludestheclosingofanopendrainagechannelandfacilitatingthe <br />flowofthatchannelinanundergroundboxculvert.Thisallowstheapplicanttoutilize <br />moreofthepropertyabovegroundforotherimprovementsandtofacilitateeasier <br />accessacrossthesite.Thestudyidentifiestwoalternativesandrecommendsthe <br />alternativethatdoesnotwithholdthedrainagegettingtoGalvestonBay.Additionally, <br />theCityEngineerconcurswiththeƩĻƦƚƩƷ͸ƭfindingthatthepreferredalternativedoes <br />notincreasethewatersurfaceelevationandusesthepondassevereeventoverflow.In <br />summary,thepreferredalternativedesignwillnotimpacttheflowofwaterinthe <br />channelandwillnotimpactpropertiesupordownstream. <br />Conclusion: <br />Basedontheanalysisabove,stafffindsthattheproposedMajorDevelopmentSitePlan <br />fortheLaPorteHighSchoolcampuscomplieswiththevariousapplicablecode <br />requirementsandshouldbeconsideredforapprovalsubjecttoresolutionofthe <br />locationoffirehydrantsandtheresolutionofallitemsaddressedintheĭźƷǤ͸ƭreview <br />letterdatedJanuary16,2015. <br />3 <br /> <br />
