PlanningandZoningCommissionSpecialCalledMeeting <br />April16,2015 <br />SCUP,CarrawaySecondaryDwellingUnit <br />tocomplywithallsetbackandotherrequirementsoutlinedintheĭźƷǤƭZoning <br />Ordinanceandwillbereviewedatthetimeofbuildingpermitreview. <br />DrivewayAccess. <br />TheğƦƦƌźĭğƓƷƭpreliminarylayoutshowsthattheproposedsecondarydwellingwill <br />utilizetheexistingdriveway.Therearenoplansatthistimethatindicateaseparate <br />drivewayfortheproposedsecondarydwelling. <br />Conclusion: <br />Section106217oftheCodeofOrdinancesoutlinesspecificconditionsforapprovalof <br />SCUPapplications.Therearethreedifferentconditionsthatmustbemetinorderto <br />approveaSCUP.ThefollowingtableidentifieseachofthethreeconditionsandƭƷğŅŅƭ <br />findingoneach: <br />Condition:StaffAnalysis: <br />(1)ThatthespecificusewillbeTheproposedsecondarydwellingunitwillbecompatiblewiththeuse <br />compatiblewithandnotofotherpropertiesinthevicinityasitwillstillmaintaintheuseofthe <br />injurioustotheuseandpropertyassinglefamilydetachedresidential. <br />enjoymentofotherproperty, <br />norsignificantlydiminishor <br />impairpropertyvalueswithin <br />theimmediatevicinity. <br />(2)ThattheconditionsplacedonTheconditionsstaffisrecommendingareoutlinedinthefollowing <br />suchuseasspecifiedineachsectionofthisstaffreport.ApprovalofthisSCUPwillallowthe <br />districthavebeenmetbytheapplicanttoconstructasecondarydwellingunitonthesubject <br />applicant.property,howevertheconstructionwillneedtocomplywithall <br />applicablebuildingandzoningcodes.Thoserequirementswillbe <br />reviewedbystaffatthetimeofbuildingpermitsubmittal.The <br />Commissionhastheauthoritytoimposeadditionalconditionsonthe <br />SCUP. <br />(3)Thattheapplicanthasagreed <br />Theapplicantwillneedtoverifywhetherornottheconditions <br />tomeetanyadditionalimposedareacceptable. <br />conditionsimposed,basedon <br />specificsiteconstraints,and <br />necessarytoprotectthepublic <br />interestandwelfareofthe <br />community. <br />Basedontheanalysisabove,stafffindsthatifthePlanningandZoningCommission <br />desirestorecommendapprovaloftheproposedSpecialConditionalUsePermit,thena <br />numberofconditionsshouldbeconsideredintheapproval. <br />1.Allnecessarydocumentationforbuildingpermitreviewmustbesubmittedin <br />conjunctionwiththeĭźƷǤƭbuildingpermitapplicationprocess. <br />3 <br /> <br />
