PlanningandZoningCommissionRegularMeeting <br />November19,2015 <br />LaPorteTownCenterSCUP <br />applicablecoderequirements.Thiswillbeverifiedatthetimethesiteplansare <br />submitted. <br />StaffisalsoconcernedwiththelocationofparkingalongHighway146.Staffencourages <br />parkingbetowardthecenterofthedevelopment,wherepossible,meaningthat <br />buildingsshouldbemovedclosertothepublicrightofway.Aconditionhasbeen <br />includedrequestingtheapplicanttominimizetheamountofparkingstallsalongthe <br />Highway146frontageorinstalllandscapingandplanterislandsinsuchamannerasto <br />breakuptheparking. <br />PublicStreets. <br />Theapplicanthasindicatedadesiretosubdivideparcelsandselloffthoseoutparcelsor <br />padsitestoothersfordevelopment.Asaresult,publicstreetsarerequiredforaccessto <br />thoseparcels.Theapplicantwillberequiredtoreplatthetractoflandandaspartof <br />suchreplattingwillberequiredtodedicaterightsofwayforanyrequiredpublicroads. <br />Typicallyallpublicimprovementsarerequiredtobeinstalledandacceptedbythecity <br />priortotherecordationofthefinalplat.Staffisrecommendingaconditionthatallows <br />theapplicanttheopportunitytoeither1.)installallpublicimprovementspriortothe <br />recordationoftheplat,or2.)ifphasingofpublicimprovementsisrequired,the <br />applicantshallenterintoadevelopmentagreementwiththecitytoensurethatsuch <br />improvementsbeinstalled.Saiddevelopmentagreementwillfurtheroutlineatime <br />frameforcompletionofsuchimprovementsalongwithafinancialguarantee,approved <br />bythecity,forsuchimprovements. <br />TrafficImpacts. <br />Thereisnotenoughinformationatthistimetodeterminetrafficimpactsassociated <br />withtheproposeddevelopment.Asaresult,staffisrequestingconsiderationofa <br />conditionthatwouldrequiresubmittalofatrafficimpactanalysisthatwillreviewthe <br />potentialtrafficgeneratedfromthisfacilityanditsimpactsonthesystem.Anypotential <br />negativeimpactsdirectlyassociatedwiththedevelopmentofthepropertywouldhave <br />tobemitigatedandincorporatedinthesitedevelopmentplan,onaproportionatelevel. <br />PublicUtilities. <br />Publicutilityfacilitiesandservicesaresufficienttohandletheproposeddevelopment. <br />Waterandsanitarysewerlinesarebothavailableinthevicinity,withwaterinthe <br />Highway146rightofwayandsanitarysewerinaneasementthatrunsthroughthe <br />parcelontheeastside.Theapplicantisproposingapublicstreetalongtheeasement, <br />whichisacceptable.Theapplicantwillberequiredtoenterintoautilityextension <br />agreementwiththecityforanyextensionofpublicwaterandsewerlinesassociated <br />withthedevelopment.Anyutilityextensionswillbedeterminedatthetimeofsite <br />developmentplanreviewandshallbeconstructedatthecostofthedeveloper. <br />5 <br /> <br />
