This project will connect the Pecan Crossing subdivision and the Brookglen subdivision with Pecan Park as a part of the overall La Porte Bicycle- Pedestrian Trail system. The bid was sent to 42 contractors (see Contractor List). Bids were opened August 2, 2011 and the City* received bids from 7 contractors (see Bid Tabulation). The low quote meeting specifications was submitted by R.W. Lucas Construction, LLC in the amount of $354,139.58 for the project. With a 10% project contingency*, the total expenditure request is $389,554. The City* has worked with R.W. Lucas Construction on a number of occasions and was pleased with their performance. The project is currently* budgeted in the Fund 015 Capital Improvement budget as shown above, with a balance of $271,784. The actual cost of the project exceeds the budgeted amount, due primarily* to the increase in concrete costs and the bridge cost since the estimate was developed. Additional funding in the amount of $51,037 is available to fund the portion of the trail that is within the boundaries of Pecan Park, using stranded bond funds (Fund 048) for construction of Pecan Park. The balance of the funding would be taken from the Fund 015 Contingency* account in the amount of $66,733. Staff is recommending approval of the contract amount of $354,139.58, plus a 10% contingency* for a total of $389,554 to R.W. Lucas Construction, LLC to construct the Pecan Park trails and bridge. Action Required by Council: Consider approval or other action awarding contract to R.W. Lucas Construction, LLC for installation of a pedestrian bridge and concrete connector trails, connecting Pecan Park to the Brookglen and Pecan Crossing subdivisions, with a 10% project contingency*, for a total requested amount of $ 3 89,554.
