Harris County Community Services Department <br /> Affordable Housing Project Design Standards <br /> <br />willmotivateoldersubsidizedpropertiesandexistingnonsubsidizedpropertiestorenovate <br />andmodernize. <br />ReviewProcedures <br />HCCSDshallberesponsibleforthereviewofsubsidizedmultifamilyhousingprojectsapplying <br />forHarrisCountyU.S.DepartmentofHousing&UrbanDevelopmentEntitlementfundsandfor <br />organizationsrequestingLettersofConsistencywiththeConsolidatedPlanforprojectsthat <br />acquireorconstructmultiunithousing.HCCSDhasestablishedthisthresholdpolicyforthe <br />concentrationoftaxcreditandHUDfundedmultiunitprojectsforseniorsandlowincome <br />rentalunitslocatingintheHarrisCountyservicearea. <br />Organizationsthatareapplyingformultifamily/senioracquisitionand/orconstructionfunding <br />fromHarrisCountyCSDmustbeconsistentwiththispolicy PRIOR toawardoffunds.A <br />consistencyreviewwillbeinitiatedduringtheapplicationthresholdreview.Criteriaforreview <br />isavailableintheappendixoftheseStandards. <br />2.3MinorityConcentration <br />Newmultifamilyprojectsitesmustnotbelocatedinareasof65percentorgreaterminority <br />concentration,exceptaspermittedunderparagraph(i)ofthissection,andmustnotbelocated <br />inaraciallymixedareaiftheprojectwillcauseasignificantincreaseintheproportionof <br />minoritytononminorityresidentsinthearea. <br />(i)Aprojectmaybelocatedinanareaofminorityconcentrationonlyif: <br />(A)Sufficient,comparableopportunitiesexistforhousingforminorityfamilies, <br />intheincomerangetobeservedbytheproposedproject,outsideareasof <br />minorityconcentration(seeparagraph(ii)ofthissectionforfurtherguidance <br />onthiscriterion); <br />OR <br />(B)Theprojectisnecessarytomeetoverridinghousingneedsthatcannotbe <br />metinthathousingmarketarea. <br />(ii)(A){{ÒEEz-z;·|doesnotrequirethatineverylocalitytherebeanequalnumberof <br />assistedunitswithinandoutsidetheareasofminorityconcentration.Rather, <br />applicationofthisstandardshouldproduceareasonabledistributionof <br />assistedunitseachyearthatoveraperiodofseveralyearswillapproachan <br />appropriatebalanceofhousingchoiceswithinandoutsideareasofminority <br />concentration.Anappropriatebalanceinanyjurisdictionmustbe <br />determinedinlightoflocalconditionsaffectingtherangeofhousingchoices <br />Harris County Community Services Department 19 <br />Affordable Housing Project Design Standards <br />Revised May 2011 <br /> <br />
