Harris County Community Services Department <br /> Affordable Housing Project Design Standards <br /> <br />availableforlowincomeminorityfamiliesandinrelationtotheracialmixof <br />thelocality'spopulation. <br />(B)Unitsmaybeconsidered{-š’¦©,Œ;š¦¦š©·Ò“z·z;­|iftheyhavethesame <br />householdtype(elderly,disabled,family,largefamily)andtenuretype <br />(owner/renter);requireapproximatelythesametenantcontributiontowards <br />rent;servethesameincomegroup;arelocatedinthesamehousingmarket; <br />andareinstandardcondition. <br />(C)Applicationofthissufficient,comparableopportunitiesstandardinvolves <br />assessingtheoverallimpactofHUDassistedhousingontheavailabilityof <br />housingchoicesforlowincomeminorityfamiliesinandoutsideareasof <br />minorityconcentration,andmusttakeintoaccounttheextenttowhichthe <br />followingfactorsarepresent,alongwithotherfactorsrelevanttohousing <br />choice: <br />(1)Asignificantnumberofassistedhousingunitsareavailableoutsideareas <br />ofminorityconcentration. <br />(2)Thereissignificantintegrationofassistedhousingprojectsconstructedor <br />rehabilitatedinthepast10years,relativetotheracialmixoftheeligible <br />population. <br />(3)Thereareraciallyintegratedneighborhoodsinthelocality. <br />(4)Programsareoperatedbythelocalitytoassistminorityfamiliesthatwish <br />tofindhousingoutsideareasofminorityconcentration. <br />(5)Minorityfamilieshavebenefitedfromlocalactivities(e.g.,acquisitionandwrite <br />downofsites,taxreliefprogramsforhomeowners,acquisitionsofunitsforuseas <br />assistedhousingunits)undertakentoexpandchoiceforminorityfamiliesoutsideof <br />areastheminorityconcentration. <br />(6)Asignificantproportionofminorityhouseholdshavebeensuccessfulin <br />findingunitsinnonminorityareasundertheSection8certificateand <br />voucherprograms. <br />(7)Comparablehousingopportunitieshavebeenmadeavailableoutside <br />areasofminorityconcentrationthroughotherprograms. <br />2.4PropertyBoundary <br />Aboundarysurveyoftheproposeddevelopmentsiteandofthepropertypurchasedis <br />required.Incaseswheremorepropertyispurchasedthantheproposedsiteofthe <br />development,thesurveyorplatmustshowthesurveycallsforboththelargersiteandthe <br />subjectsite.Thesurveydoesnothavetoberecent;butitmustshowthepropertypurchased <br />andthepropertyproposedfordevelopment.Incaseswherethesiteofthedevelopmentisonly <br />Harris County Community Services Department 20 <br />Affordable Housing Project Design Standards <br />Revised May 2011 <br /> <br />
