Councilmember Earp commented the increase is not <br />justifiable. Councilmember Earp commented he has a problem with not having the opportunity to review <br />the profit margins of the Stop Loss Agreement before being asked to make a decision on the item being <br />presented. Mr. Pendley advised Council the intent was to include the item on the December 8, 2014 <br />agenda; but he had to correct information that was not proper in the spreadsheet. Councilmember Earp <br />commented that in the future, the item needs to be presented before the end of the year. <br />Councilmember Leonard moved to authorize the renewal of the City's Stop Loss Coverage. <br />Councilmember Moser seconded. COUNCIL COMMENTS regarding matters appearing on the agenda; recognition of community <br />members, city employees, and upcoming events; inquiry of staff regarding specific factual information <br />or existing policies — Councilmembers Clausen, Martin, Moser, Kaminski, Zemanek Leonard, Engelken, <br />Earp, and Mayor Rigby. <br />Councilmembers Clausen reiterated with Councilmember Earp about starting earlier with the Stop Loss <br />Coverage renewal process and wished everyone a Merry Christmas; Councilmember Kaminski <br />commented the Employee Christmas Party was nice and wished everyone a Merry Christmas; <br />Councilmember Engelken reiterated what was said about starting earlier with the renewal process and <br />wished everyone a Merry Christmas; Councilmember Earp commented he deals with insurance a lot in <br />private industry and has changed insurance agents after doing business with them for many years <br />because of increased premiums; he also wished everyone a Merry Christmas; Mayor Rigby commented <br />the motion was to adopt what was presented and not to go back and negotiate something that was <br />already done. Mayor Rigby also added twelve bids were sent out, and only two bids were returned; <br />some responded they could not be competitive. Councilmember Earp advised he understands the <br />process. Mayor Rigby also wished everyone a Merry Christmas and a great 2015. <br />7.
