The overall project will originate at Dow Chemical Company's <br />Union Carbide Plant in Texas City and will terminate at the company's Mont Belvieu facility. The company seeks <br />to permit the `La Porte' segment of its project in two individual phases. The first of which is the subject of this <br />application. The second phase will be presented to Council at a later date. <br />Staff's review of the company's first phase construction plan has determined that no existing city utilities or <br />drainage will be affected by the pipeline's construction. <br />Upon approval of Council, the Director of Planning will execute a construction permit to Dow Hydrocarbons and <br />Resources, LLC, in duplicate originals, one which shall be delivered to the Permittee; and one which shall be <br />retained by the City, as required by ordinance. <br />Action Required of Council: <br />Consider approval or other action authorizing the Planning Director to execute a Pipeline Permit to Dow <br />Hydrocarbons and Resources, LLC, for the first phase of construction of a 12-inch Ethan Y-Grade liquids pipeline <br />within the city of La Porte. <br />Approved for City Council Agenda <br />Corby D.
