REQUEST FOR CITY COUNCIL AGENDA ITEM <br /> <br />Budget <br /> <br />Agenda Date Requested: July 9, 2018 <br /> <br />Source of Funds: N/A <br />Requested By: Lorenzo Wingate <br /> <br />Account Number: N/A <br />Department: Public Works <br /> <br />Amount Budgeted: N/A <br />Report: ___ Resolution: _X__ Ordinance: _______ <br /> <br />Amount Requested: N/A <br /> <br /> <br />Budgeted Item: YES NO <br />Exhibit: Resolution Authorizing Application Submission <br />Exhibit: Harris County 2015 MOD Amendments 1 and 2 <br /> <br /> <br /> <br />SUMMARY & RECOMMENDATION <br />On June 17, 2016, the U.S. Department of Housing and Urban Development (HUD) allocated $22 million in <br />Community Development Block Grant Disaster Recovery (CDBG-DR) Program funds to the State of Texas to <br />operate the CDBG-DR Program related to relief, long-term recovery, restoration of infrastructure and housing, <br />and economic revitalization in the most impacted and distressed areas (including Harris County) resulting from <br />Presidentially declared Federal Emergency Management Agency (FEMA) 4223-DR-TX (2015 Memorial Day) <br />and FEMA 4245-DR-TX (2015 Halloween) disasters. <br />On November 15, 2016 County Commissioners Court approved the Method of Distribution developed by the <br />Harris County Community Services Department, recommending allocations for housing and non-housing CDBG- <br />DR. The Method of Distribution (MOD) was submitted to the Texas General Land Office (GLO) on November <br />16, 2016, and has been approved by the GLO. <br />The GLO-CDR has allocated $325,775.30 to the City of La Porte through Harris County initial MOD and MOD <br />Amendments No. 1 and 2 from the 2015 Floods CDBG-DR funds. Now, to access the funding allocated to the <br />City of La Porte, GLO requires submission of a Non- <br />non-housing projects to repair or mitigate damage that occurred during the Presidentially declared Federal <br />Emergency Management Agency (FEMA) 4223-DR-TX (2015 Memorial Day) and FEMA 4245-DR-TX (2015 <br />Halloween) disasters. <br />Grant recipients using Texas GLO CDBG-DR funding for housing or non-housing projects are required to provide <br />proof of a resolution authorizing application submission. <br />Benefits: <br />Drainage improvements within the Northside Neighborhood, within the Little Cedar Bayou Watershed are <br />intended for this allocation. <br />The storm water collection system from the 6th street area is ultimately conveyed to an outfall point within the <br />bayou on the west side of SH 146. As part of an initial phase of drainage improvements for this area, utilization <br /> <br />
