Staff carefully <br />evaluated what employees in each department were at an increased risk to determine <br />who should be eligible for hazard pay. <br />Including hazard pay, staff has developed the following proposed CRF funding plan for <br />consideration by City Council. <br /> <br />Proposed CRF Funding Plan: <br />With a total potential funding allocation of $1,948,265.00, staff is currently considering <br />implementation of the following projects . Project <br />eligibility and funding will ultimately be determined by Harris County. Estimated costs <br />are subject to change. <br /> <br />Project Current Estimated Cost <br />Expenses that are ineligible under the FEMA Public Assistance Program $36,268.82 <br />The 25% match required by the FEMA Public Assistance Program, which $39,267.96 <br />is only funded at 75% <br />Small Business Grant Program (if eligible)* $300,000.00 <br />Residential Relief Program (if eligible)* $300,000.00 <br />Hazard pay for eligible employees $701,039.79 <br />Replace all remaining desktop computers in the City with laptops to $210,975.00 <br />improve telework capabilities <br />Cover the additional, unforeseen costs associated with the November $43,063.27 <br />election <br />Purchase a Customer Relationship Management (CRM) software $46,212.00 <br />program (cost for first 3 years) <br />UV Light Sterilization system for building HVAC units; serves as air $75,000.00 <br />sanitizer to improve indoor air quality and reduce bacteria, viruses, and <br />mold. <br />Convert all City building restrooms to touchless devices (sinks, toilets, $196,438.16 <br />hand dryers) <br /> <br />*Staff is waiting to receive further guidance from Harris County to determine the eligibility <br />of a local Small Business Grant Program and Residential Relief Program, and whether <br />or not the City could implement their own programs or would be required to utilize the <br /> <br /> <br />If required to use the same eligibility criteria as the County <br />Recovery Fund, the requirements for businesses would be: <br /> In business for the entire 2019 calendar year <br /> Less than 30 employees <br /> No outstanding tax liens or judgments, excluding 2019 property taxes <br /> Demonstrative negative financial impact from COVID-19 <br /> Located in Harris County/La Porte <br /> <br />
