1�1�1�1�1�11 N Mr. Lorenzo Wingate <br />IN INNHALFF City of La Porte <br />,1�1,1�1,1�1 August 4, 2022 <br />Page 4 <br />Attachment "A" <br />The purpose of this proposal is to develop a PER, final design plans, and construction phase services for <br />the Brookglen Subdivision Drainage Improvements project. The proposed project area can be seen in <br />Attachment "C". <br />SCOPE OF SERVICES <br />Item 1: Preliminary Design Phase Services: <br />The Preliminary Engineering Report will summarize findings from the drainage analysis and present <br />alternative options to the City of La Porte for their approval. The PER may consider presenting the <br />project in multiple phases based upon available funding. Preliminary Engineering Report services <br />include: <br />Project Management and Coordination <br />a) Project management including invoicing, scheduling, and coordination with sub -consultants <br />b) Conduct up to three (3) progress meetings with City of La Porte and HCFCD to discuss progress <br />and results from the study. <br />c) Perform QA/QC on all models and deliverables <br />Data Collection <br />a) Collect information from the City of La Porte and from other sources for the analysis including: <br />• Terrain data <br />• GIS shapefiles of storm sewer and other utilities <br />• Available models and reports from previous studies in the area <br />• Record drawings <br />• Drainage complaint records <br />b) Field Assessment — Conduct up to two (2) site visits to observe existing conditions and review <br />potential project recommendations <br />Drainage Analysis Existing Conditions <br />a) Delineate subbasins for each inlet based on available record drawings and topography. Determine <br />hydrologic parameters for each basin based on the City of LaPorte design criteria manual. <br />b) Develop InfoWorks ICM ID/21) model for the neighborhood based on survey, field investigation, <br />information collected from the City, and drainage basins. Model will include the inlets, storm <br />sewer, HCFCD channels, and overland sheet flow. <br />c) Simulate historical event will also be simulated at the request of the City to validate the model <br />output. <br />d) Simulated model for the 5-year, 10-year, and 100-year storm events using Atlas 14 rainfall. <br />e) Evaluate system capacity and deficiencies and present existing results to the City. The existing <br />conditions analysis will include the 100 ac-ft detention that is to be constructed by Pasadena and <br />the two B512-02-00 Basins. Calculate the number of parcels/structures impacted, inundated areas, <br />and middles of roadway impacted. <br />
