the Phase 1 allocation of $325,775.30 being utilized to construct the downstream storm <br />water infrastructure required to provide the ultimate capacity needed for upstream <br />improvements. Phase 1 construction was completed on March 28, 2022. <br />Phase 2 of the project includes placement of approximately 1000 feet of box culverts, and <br />tunneled installation of another 420 feet of box culverts under the State Highway 146 <br />th <br />corridor. The project limits are aligned with Polk Street right of way from North 11 to <br />th <br />North 8 Street. Additionally, there will be four (4) detention areas constructed along the <br />F-216 Channel corridor to mitigate the impacts of stormwater carried by the project. <br /> <br />Staff recommends the award of Bid #23021 to Environmental Allies, LLC of Houston, <br />Texas for the base bid amount of 3,083,414.61. Staff requests a construction <br />contingency of $408,390, and $30,000 for materials testing. <br /> <br /> <br />Benefits: <br /> Phase 2 of a multi-phase drainage project can be constructed. <br /> All construction costs are to be reimbursed by grant funds. <br /> <br />Liabilities: <br /> Delays in the project may incur cost increases that exceed budget. <br /> <br /> <br />STRATEGIC PLAN STRATEGY AND GOAL <br />3.0 The City of La Porte will have and maintain a strong infrastructure and up to <br />date facilities in order to continue to provide superior services for our citizens. <br /> <br />3.3 Improve intergovernmental relationships with other agencies for drainage <br />improvements. <br /> <br />3.5 Consider alternative flood control methods and techniques. <br /> <br /> <br />ACTION REQUIRED BY CITY COUNCIL <br />Award of Bid #23021 Northside Drainage Improvements Phase 2 to Environmental <br />Allies, LLC. in the amount of $3,083,414.61 with a construction contingency in the <br />amount of $408,390.00 and $30,000 for materials testing, for a total authorization <br />of $3,521,804.61. <br /> <br />Approved for the City Council meeting agenda <br /> <br />Corby D.
