Typically, redevelopment istramsfommative in nature <br />and may be undertaken by the private sector without any active <br />public involvement beyond the government's traditional regulatory <br />role, For example, m developer could make application tndemolish <br />and redevelop the vacant car dealership properties along 5. 10fh <br />Street to develop o mixed -use neighborhood or business park In <br />certain instances however, public sector incentives, (e.g., decreased <br />regulatory barriers, streamlined permitting, reduced fees, etc.),may <br />also be warranted to facilitate the likelihood of private sector <br />reinvestment. <br />Rehabilitation, in contrast, is more related to an infusion of public <br />funds intended to facilitate the return of building and/or property <br />to a useful state by repair, alteration, and modification with the <br />purpose of preventing further blight from occurring. Qemena|k& it <br />can be accomplished through acquisition of real property; <br />demolition; or removal of certain buildings and improvements; <br />installation, construction, or reconstruction of streets, utilities, and <br />other public improvements; and rehabilitation of certain suitably <br />located but structurally substandard buildings. On the commercial <br />side, it may include establishing programs to rehabilitate aging and <br />underutilized retail facilities by providing financial incentives to <br />existing retail shopping centers for anhancememts. The program <br />would be retention -focused with a primary goal of rehabilitating <br />retail facilities, i.e., improving their aesthetic, architectural, and <br />functional appeal. The intent of this type of program is to attract <br />new retail business that would generate additional sales tax revenue <br />and enhance the vitality of the area. On the residential side, a rehabilitation <br />program could include providing grants and/or low -interest deferred, <br />and/or forgivable loans for building code violations, health and safety issues, <br />essential repairs and upgrades ofmajor component systems (e.g, electrical, <br />plumbing, roofing, heating), and other general improvements (e.g, exterior <br />finishes).
