EXHIBIT C <br />Executive Summary <br />This report presents a summary of the analysis and findings of a Traffic Impact <br />Analysis (TIA) performed by Voigt Associates, Inc. for the proposed Generational <br />Commercial 16 Street Warehouse/Distribution Center, to be located on the <br />th <br />southeast corner of 16 Street and West N Street (with the future M Street along the <br />th <br />north site frontage) in La Porte, Texas. The proposed site is currently undeveloped <br />land. The proposed development will consist of a single building of about 193,586 <br />square feet, consisting of a majority of warehouse space, with ancillary offices on the <br />west side of the building. The site will provide about 135 parking spaces, with 52 <br />truck bays total, equally divided between south and north sides of the facility. It was <br />assumed for this study that the development is built-out and occupied in 2018. <br />The site is proposed to have two access driveways to South 16 <br />th <br />of the north access driveway. Exhibit A1 shows the Site Location Map, Exhibit A2 <br />presents the Proposed Site Layout, and Exhibit A3 shows the Proposed Site Layout <br />on an aerial background. <br />The scope of this study included collection of traffic data; determination of an <br />estimate of the number of trips that may be generated by the proposed development <br />for passenger vehicles and trucks; trip distribution and assignment of the new trips <br />(for both passenger vehicles and trucks) to and from the existing roadway network; <br />Level of Service analysis to determine the impacts of the proposed development on <br />the surrounding roadway network for the study horizon; preparing recommendations <br />for off-site roadway improvements, if necessary, to accommodate the estimated new <br />traffic to the site and maintain acceptable or current levels of service; and preparing <br />recommendations with respect to on-site circulation and driveway spacing per Harris <br />County and City of La Porte guidelines. <br />As an overall conclusion, the traffic operations impact of the development can be <br />mitigated considering the amount of traffic the site is assumed to generate and the <br />capacity available on the roadway network. <br />A. Site Access <br />The site includes two proposed driveways, both of which access directly to South <br />16 Street.
