EXHIBIT C <br />I. Introduction <br />This report presents a summary of the analysis and findings of a Traffic Impact <br />Analysis (TIA) performed by Voigt Associates, Inc. for the proposed Generational <br />Commercial 16 Street Warehouse/Distribution Center, to be located on the <br />th <br />southeast corner of 16 Street and West N Street (with the future M Street along the <br />th <br />north site frontage) in La Porte, Texas. The proposed site is currently undeveloped <br />land. The proposed development will consist of a single building of about 193,586 <br />square feet, consisting of a majority of warehouse space, with ancillary offices on the <br />west side of the building. The site will provide about 135 parking spaces, with 52 <br />truck bays total, equally divided between south and north sides of the facility. <br />The site is proposed to have two access driveways to South 16 <br />th <br />of the north access driveway. Exhibit A1 shows the Site Location Map, Exhibit A2 <br />presents the Proposed Site Layout, and Exhibit A3 shows the Proposed Site Layout <br />on an aerial background. <br />The scope of this study included: <br />1.Defining the study limits and selection of required analysis periods; <br />2.Collection of traffic data, including manual turning movements at Fairmont <br />Parkway and South 16 Street, South 16 Street at West N Street, Export Drive <br />thth <br />and WO Powell Road, and the interchange of SH 146 at Wharton Weems <br />Boulevard. Several private driveways on South 16 Street near the proposed site <br />th <br />were counted as well. 24-hour counts were conducted on South 16 Street south <br />th <br />of West N Street; <br />3.Determination of an estimate of the background traffic volumes considering <br />historic traffic volume growth rates and known, imminent developments in the <br />study area; <br />4.Determination of an estimate of the number of trips that may be generated by the <br />proposed development for passenger vehicles and trucks; <br />5.Trip distribution and assignment of the new trips (for both passenger vehicles and <br />trucks) to and from the existing roadway network, including adjustment for pass- <br />by trips, diverted-link trips, and internal capture (as applicable); <br />6.Level of Service analysis to determine the impacts of the proposed development <br />on the surrounding roadway network for the study horizon; <br />Page 1 <br />Voigt Associates, Inc.
