Herrera City,Manager City of La Porte City Hall La Porte, Texas Re: BMUD Annexation Dear Bob: As we discussed, I have prepared a proposed calendar of events for a proposed annexation of the area comprising the Bayshore Municipal Utility District, by the City of La Porte. First, I am preparing a submission to the u.s. Justice Department, to secure its approval of the special election held in BMUD and the City of Shoreacres on May 7, 1988. The approval of this election by the Justice Department, would be foundational to the subsequent approval by the Justice Department of the annexation proceedings. I have prepared and enclose with this letter, a proposed form of ordinance required by Section 43.056, Texas Local Government Code, which requires the preparation of a service plan for the area to be annexed, prior to publication of a notice of the first hearing. I would suggest that you place this ordinance on a council regular meeting agenda some time in June or July. I have prepared and enclose herewith, draft of a service plan which meets all of the statutory requirements. By passing the ordinance early in the summer, the various City departments in your office could thoroughly review this plan, and make any needed changes. This would also assist the various City departments in formulating their budget recommendations for the August budget hearings by City Council, as relates to the inclusion of services to BMUD beginning January 1, 1989. The schedule of the annexation proceedings is time critical, and it is suggested that the following schedule be followed: October 10, 1988 (Monday) Pass Ordinance declaring intent to annex at Regular Meeting of City Council; October 26 and November 2, 1988 Publish the entire Ordinance in the Bayshore Sun;
