Sale of city property; procedure for. <br />Before the city makes any Bald or contract for the sale • bf <br />any property belonging to the city, either in the form of land, <br />real estate or other properties, having an estimated vplue pf <br />five hundred dollars ($500.00) or less; opportunity shall he <br />given for open competition by posting notices of said sales <br />'in not less than three (3) public places within the corporate <br />limits of the City of La Porte for a period of at least ten (10) <br />days prior to date of said sale. <br />And in all sales of property valued at more than five hun- <br />dred dollars ($500.00), the property shall be advertised for <br />•sale and -bids in the local newspaper; the contract or sale shall <br />be awarded to the highest responsible bidder after such public <br />-notice and competition as may be prescribed, provided the <br />commission shall have the power to reject all bids and ad- <br />vertise again. These same procedures shall be used whenever <br />the city acts as transfer agent. <br />Section-67. Purchase procedure. <br />Before the city makes any purchase for supplies, materials, <br />equipment or contractual services, opportunity shall be given <br />-for competition. The director of finance shall have authority <br />to make expenditures without the approval of the commission <br />,for all budgeted items not exceeding one hundred dollars <br />($100.00) . Any expenditure involving more than one hun- <br />dred dollars ($100.00) must be expressly approved in advance <br />by the commission. All contracts or purchases involving more <br />than one thousand dollars ($1,000.00) shall be let to the best <br />bid by a responsible bidder after there has been an oppor- <br />tunity for competitive bidding. Where an expenditure of <br />more than two thousand dollars ($2,000.00) is involved, <br />notice of the time and place, when and where such contract <br />shall be let shall be published in the official newspaper of the <br />City of La Porte once a week for two (2) consecutive weeks <br />prior to the time for making such purchase or letting sudh <br />contract, the time of the first publication to be at least four- <br />teen (14) days prior to the time for making such purchase <br />or letting such contract; provided, however, that the com- <br />mission shall have the right to reject any and all bids; and <br />provided further that nothing herein shall apply to contracts <br />for professional 'services nor to work done by the city and <br />paid for by the day as such work progresses. <br />
