• <br />• <br />• CHAPTER 2 <br />METHOD OF FILLING VACANCIES <br />Section 1. Vacancy.Identification <br />Department heads shall notify the City personnel coordinator <br />when vacancies occur or are imminent. <br />Section 2. Promotion Polic <br />A promotion is the assignment of an employee from one posi- <br />tion to a position having a higher maximum salary. <br />It shall be City policy to provide promotional opportunities <br />whenever possible. A selection process may be limited to quali- <br />fied City employees or such employees may be given preference in <br />application and/or consideration.. Opportunities for promotion <br />across organizational lines shall he maximized. <br />Section 3. Temporary Promotions <br />• The City Administrator may authorize a temporary promotion <br />to ensure the proper performance of City functions if a position <br />is vacant or its regular incumbent is absent. Employees so pro- <br />moted shall be additionally compensated for the duration of their <br />temporary assignments in amounts to be determined by the City <br />Administrator. <br />Temporary promotions shall not be used to circumvent normal <br />selection procedures. The employees involved shall not acquire <br />any status or rights in the classes to which temporarily promoted <br />except as provided above. <br />Nothing herein shall be construed to prevent the assignment <br />of higher-level duties to an employee without additional compen- <br />sation. Authorized additional compensation shall be paid only in <br />cases of formal temporary promotion effected in accordance with <br />these rules. <br />Section 4. Transfers <br />If an employee desires a change ire position to some other <br />department, he should first discuss the matter with his super- <br />visor, who in turn will consult with his department head and the <br />head of the department to which the employee wishes to change. <br />• Final arrangements will be made through the City Administrator. <br />3 <br />
