• <br />An employee who transfers by his request to a new position <br />must understand the following agreement on the terms of the <br />• transfer: <br />(1) A 6-months probationary period will be served in the <br />new position. <br />(2) If the supervisor and/or employee is not satisfied in <br />any way during the 6-months probationary period, the <br />employee may ask for a transfer back to his old posi- <br />tion, providing it has not been filled and the respec- <br />tive department heads and City Administrator approve <br />the transfer back. <br />(3) During this probationary period the employee shall <br />continue to receive all City benefits. <br />Employees who are qualified to fill vacancies are encouraged <br />to do so when it would mean a promotion. <br />Section 5. Nondisciplinary Demotions <br />A demotion is the assignment of an employee from one position <br />to another position having a lower maximum pay. <br />With the approval of the City Administrator and if qualified <br />• to perform the duties of the lower level position, an employee <br />may be administratively demoted at his or her own request or as <br />an alternative to layoff. Such demotions shall not be considered <br />disciplinary actions or disqualify the employees involved from <br />consideration for Pater advancement. Demotions effected as <br />alternatives to layoffs may be fully or partially rescinded at <br />any time. <br />Section 6. Applications <br />Applications for initial employment, promotion or other type <br />of transfer, and reinstatement shall be submitted as prescribed <br />by the City Administrator. Only applications officially received <br />in the prescribed manner shall be considered. <br />All information submitted in connection with applying for <br />positions is subject to verification. <br />Section 7. Evaluation <br />The City Administrator and department head shall determine <br />the most appropriate means of evaluating applicants against posi- <br />tion requirements to identify the best qualified. Reference <br />• checks, interviews, medical examinations, background checks, per- <br />formance tests,. written tests, and/or other screening procedures <br />may be used as appropriate. <br />4 <br />
