The transit <br />arteries represent a highly developed system of freeways, secondary highways <br />and supporting arterial, c~oilector and local corridors. For most trips <br />made by residents in the County as well as La Porte, the automobile is the <br />most desirable and most often the only available form of transportation. <br />This condition is the crux of the mobility problems of the low-income, <br />elderly and/or handicapped resident, since many of these residents are unable <br />to drive automobiles, due to either physical or financial reasons. <br />Specifically, low-income residents comprise a measurable percentage of <br />the total po?~ul.ation in La Porte, a substantial number of whom are senior <br />citizens.
