The City Council of the City of La Porte hereby calls a public hearing at which all interested persons shall have an opportunity to be heard upon such proposal to annex the terri- tory described above, which hearing shall be held in the City Council Chamber s, City Hall, 604 W. Fairmont Parkway, La Porte, Texas, at seven o'clock P. M. on the 9th day of November, 1983. Section 4. The annexation proceeding of which notice of intention to an nex is given by this Ordinance shall be instituted not less than twenty ( 20) days nor more than forty ( 40) days sub- sequent to such public hearing. Section 5. The City Secretary of the City of La Porte is hereby directed to cause notice of such public hearing to be given by publication of this Ordinance in The Bayshore Sun, a newspaper having general circulation in the City of La Porte and in the territory proposed to be annexed, such publication to be made at least once, not more than twenty (20) days nor less than ten (10) days prior to the date of such public hearing. ~ Additional notice by certified mail should be given to railroad companies then ser- wing the city and on the city's tax roll where the right-of-way thereof is included in the territory to be annexed. The City Council officially finds, determines, recites and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council was posted at a place convenient to the public at the City Hall of the City for the time required by law preceding this meeting, as re-
