Travel expenses when authorized by the City to points <br />other than the Engineer's office, City offices, or the <br />Project Area. <br />3. By subcontract or otherwise, perform soil consulta- <br />tions and/or test borings, and acquire other similar <br />information, investigations, and analyses. <br />4. Prepare special reports or studies required by <br />the City not covered under Aasic Services. <br />5. Preparation of environmental statements and assistance <br />to City in preparing for and attending public <br />• hearings. Appearances before regulatory agencies. <br />6. Assist the City as an expert witness or otherwise in <br />connection with any litigation with third parties or <br />administrative proceedings arising in relation to the <br />Project, provided such litigation was not caused by <br />the failure of the Engineer to perform in the first <br />instance. <br />7. After the final plans and specifications have been <br />approved by the City, evaluate items submitted by the <br />City to the Engineer for evaluation pursuant to the <br />Substitution Clause of a construction contract, <br />evaluate proposals for. change orders, prepare change <br />orders, or revise plans and specifications, provided <br />• that these services (a) are not made necessary by a <br />failure of the Engineer to perform in the firs t <br />instance and (b) take more than eight (8) hours of <br />services by the Engineer's employees to complete per <br />item. <br />8.
