INTRODUCTION <br />On behalf of the Citizen's Advisory Committee, I am pleased to <br />have been given the opportunity tonight to present the final <br />report of the Citizen's Advisory Committee, which you appointed <br />September 12, 1984. This Committee's purpose was two-fold, one <br />being to review the work done by the Comprehensive Plan Steering <br />Committee, and the other being to advise a suitable bond issue to <br />implement the first phase of the Plan. <br />This 35+ member committee worked many weeks to educate <br />themselves on the items contained in the Plan, to provide their <br />ideas as to the worth of each individual item, and to determine <br />each item's affordability. These people, whose names are listed <br />below, are to be commended for both the amount of this volunteer <br />effort, as well as the quality of the work they brought forward. <br />A task of this nature is difficult, both for those who plan <br />and dream, and those who fund and enjoy. All participants in this <br />project are La Porte taxpayers who realized going into this task <br />that there are truly "no free lunches," and that the ideas <br />presented in the Turner, Collie & Braden issue of the <br />Comprehensive Plan would not come cheap if fully implemented. The <br />designation of the Plan by some as the "wish list" was evidence <br />that not all items in the Plan would likely be passed in a bond <br />issue. Care was taken throughout the whittling process to make <br />sure that the final product would stand the test of affordability, <br />and include the best possible mix of service- and esthetics- <br />- 3 - <br />~3 <br />
