It is the belief of the Committee that the <br />recommendation given addresses all of those areas of concern,. <br />The final arbiter of any issues raised by the Plan, as well as <br />approver of any future course of action, is, of course, the <br />citizenry. Thus, it is the further recommendation of the Citizen's <br />Committee that the separate issues be put up for election <br />essentially as presented.
