e <br />/- <br />U <br />CITY OF LA PORTS - <br />INTER-OFFICE MEMORANDUM <br />T0: All Department Heads <br />FROM: Jack Owen, City Manager <br />• <br />DATE: 2/6/86. <br />SUBJECT: Land Acquisition for all City Projects <br />Premature discussions with property owners and citizens concerning <br />possible sites for facilities, rights-of-way or easements can <br />result in speculation on the property. We must avoid this <br />activity. The following process will be adhered to: <br />1. Department Heads should identify the property required <br />for their projects and submit the proposed site to the <br />City Manager through the Capital Improvements Program <br />coordination committee consisting of the involved unit, <br />the Project Manager, Director of Community Development <br />and the Assistant City Manager. <br />2. After I have taken the proposed site to the Council for <br />tentative approval our City Attorney will coordinate an <br />appraisal of the property. <br />3. The appraisal report will then be taken to the Council <br />by the City Manager after the CIP Coordination Committee <br />has reviewed it and prepares a written recommendation to <br />the City for purchase. <br />4. If the Council approves purchase and/or condemnation I <br />will provide the City Attorney with a written <br />authorization to proceed with a landman to contact the <br />property owners. <br />Step four represents the first contact with the property owners <br />and public statement of intent to secure the property. The taking <br />resolution passed at this point prohibits speculation in property <br />values. <br />Section K of the CIP Manual should be revised to reflect the <br />content of this memorandum. <br />~ack Owen <br />City Manager <br />RH/jb <br />
