This <br />property is zoned as R-1. They are proposing to build a new <br />recreational/education building, and parking lot located adjacent to <br />their existing facility. Section 5-600, Table A of the Zoning <br />ordinance lists religious institutions as a conditionally permitted use <br />in R-1 zones. This use must meet the requirements of Section 5-800(A). <br />These requirements are as follows: <br />A. A green belt planting strip shall consist of evergreen <br />groundcover, and shall be of sufficient width and density to <br />provide an effective screen. The planting strip shall not be <br />leSS than six (6) feet in height. Earth mounding or berms may <br />be used, but shall not be used to achieve more than two (2) <br />feet of the required screen. The planting plan and type of <br />shrub shall require the approval of the Planning Commission, <br />based upon a recommendation of the Director of Community <br />Development. <br />A required screening fence shall be constructed of masonry, <br />brick, wood, or steel. Such fence shall provide a solid <br />screening effect, and not exceed eight (8) feet in height. <br />The design and materials used in constructing a required <br />screening fence based upon a recommendation by the Director of <br />Community Development. <br />Screening will be required in the following situations: <br />a. 8ecreational buildings, community centers, religious, <br />and'; private and public educational institutions: <br />i; '~ <br />b. manufactured housing parks and subdivisions screened <br />from abutting uses. <br />The required fencing or screening will apply to parking areas only. <br />
