" <br /> <br />FROM: <br /> <br />BACKGROUND <br /> <br />The First Assembly. of God Church is an existing religious <br />institution located in a General Commercial (G.C.) zone. Religious <br />institutions are a permitted G.C. use. The church is planning an <br />expansion that will require an increase in parking facilities. <br />They will be unable to meet these requirements on site. <br /> <br />To overcome this problem, the church is leasing a portion of the La <br />Port High School parking lot. This lot is located across Fairmont <br />Parkway from the church. Section 6-600(F) of the City's zoning <br />ordinance allows this type of joint parking arrangement as a <br />conditional use requiring a special conditional use permit. <br /> <br />The requirements of Section 6-600(F) are as follows: <br /> <br />F. Joint Parking <br /> <br />(1). The City council after receiving a report and recommendation <br />from the Planning and Zoning Commission, may approve a <br />conditional use permit for one (1) or more businesses to <br />provide the required off-street parking facilities by joint <br />use of one (1) or more sites where the total number of spaces <br />provided are less than the sum of the total required for each <br />business should they provide them separately. When <br />considering a request for such a permit, the Planning <br />Commission shall not recommend that such permit be granted nor <br />the Council approve such a permit except when the following <br />conditions are found to exists: <br />
