<br />e <br /> <br />e <br /> <br />recommend a planting buffer consisting of photinia, wax leaf <br />lugustrum, oleander or a similar plant rather than pampas grass. The <br />plants should be spaced in such a manner to provide a solid buffer. <br />The landscape buffer shall not be placed on any utility easement. <br />Restrictions should be placed to limit the property for the storage of <br />the recreational vehicles and boats only with no servicing or repair <br />of the vehicles taking place. <br /> <br />Conclusion: <br /> <br />Subject to the granting of Rezoning request 88-003, this request <br />meets the prerequisite requirements for the granting of a Special <br />Conditional Use Permit. <br /> <br />Recommendation: <br /> <br />Grant this Special Conditional Use Permit subject to the following <br />conditions. <br /> <br />1. The facility be screened in accordance with the requirements <br />of Section 6-600 A as specified in the analysis section of <br />this report. <br /> <br />2. The landscape buffer developed to separate this facility from <br />adjacent homesites shall consist of shrubbery a minimum of <br />four feet (4') tall after planting and be spaced so to create <br />a solid wall of landscape. <br /> <br />3 . Limit the Special Conditional Use permit to the parking of <br />recreational vehicles and boats only. <br /> <br />4. The landscape buffer shall not be placed on any easement. <br />
