That the applicant has agreed to meet any additional <br />condi tions imposed, based on speci fic site constra ints, and <br />necessary to protect the pUblic interest and welfare of the <br />community. <br /> <br />Further, it should be noted that as this facility is to be <br />developed in phases, Section 10-201 (4) states "Fa ilure to begin <br />construction within one (1) year after issuance or as scheduled under <br />the terms of a special conditional use permit shall void the permit as <br />approved, except upon an extension of time granted after application <br />to the Planning and Zoning Commission. If construction is terminated <br />after the completion of any stage and there is ample evidence that <br />further development is not contemplated, the ordinance establishing <br />such Special Conditional Use Permit may be rescinded by the City <br />Council, upon its own motion or upon the recommendation of the <br />Planning and Zoning Commission of the City of La Porte, and the <br />previous zoning of the entire tract shall be in full effect on the <br />portion which is undeveloped." <br /> <br />Mr. Jackson, at his existing boat/R.V. storage facility, makes use <br />of both interior and exterior storage. As it is reasonable to expect <br />similar uses to occur at the proposed facility, screening requirements <br />should be applied in this instance as well. Section 6-600 A <br />establishes the following criteria for required screening. <br /> <br />A planting strip shall consist of evergreen groundcover, and <br />shall be of sufficient width and density to provide an <br />effective screen. The planting strip shall contain no <br />structures or other use. Such planting strip shall not be <br />less than six feet (6') in height. Earth mounding or berms <br />may be used, but shall not be used to achieve more than two <br />feet (2') of the required screen. <br /> <br />Width of planting strip: Four feet (4'). <br /> <br />Type of planting: Evergreen. <br /> <br />Size of plants: Minimum height of four feet (4') at time <br />of planting. Must reach a height of six <br />feet (6') within two years. <br /> <br />Planting density: Such that within two years of normal <br />growth, a solid screen will be formed to <br />a height of at least six feet (6') above <br />adjacent grade. <br /> <br />Additionally, as the tracts proposed for phases three (3) and four <br />(4) of this facility directly abut developed residential property, <br />(See Exhibit B) a landscaped buffer is warranted in order to separate <br />the storage facility from the adjoining homes. This landscaped buffer <br />will reduce some noise pollution and also reduce the visual effect <br />from the parking of the recreational vehicles and boats. Staff would <br />
