<br />e <br /> <br />e <br /> <br />3. An applicant who fails the pre-employment drug or <br />alcohol test will be dropped from consideration as a job <br />candidate. <br /> <br />4. Prior to collection of a specimen, an applicant will be <br />notified that the specimen will be tested for the presence <br />of controlled substances. <br /> <br />D. Reasonable Cause Testing of Individuals <br /> <br />1. A reasonable cause situation is a situation in which a <br />supervisor is required by the Drug and Alcohol Abuse Policy <br />to make a decision to test an individual whose on-duty <br />conduct indicates impairment by a drug or alcohol. <br /> <br />2. A supervisor may not make a decision to refer an <br />individual for testing in a reasonable cause situation <br />unless the supervisor, in accordance with the Drug and <br />Alcohol Abuse Policy, has completed training in: <br /> <br />- Detecting the signs and behavior of persons who may <br />be using drugs or alcohol in violation of the drug and <br />alcohol abuse policy; <br /> <br />- Intervening in situations that may involve violations <br />of the policy; and <br /> <br />- Recognizing these activities as a direct job <br />responsibility. <br /> <br />3. Two supervisors, both of whom are trained in drug and <br />alcohol use detection and intervention (as required by the <br />City's policy) shall substantiate and concur in the decision <br />to test an individual who is reasonably suspected of drug or <br />alcohol use. This paragraph should not be construed to mean <br />that both, nor even one, of the two concurring supervisors <br />must have witnessed the behavior which gives rise to the <br />reasonable suspicion. The requirement is for two trained <br />supervisors to evaluate all of the available facts. <br /> <br />4. The decision to proceed with testing will be reported to <br />a manager for approval. An exception to the manager <br />approval requirement is granted when the approval cannot be <br />obtained within the time parameters for testing, as <br />explained elsewhere in these procedures. <br /> <br />5. A reasonable and articulable belief that the individual <br />is using a drug or alcohol must be present. The belief must <br />be supported by specific, contemporaneous physical, <br />behavioral, or performance indicators of probable drug or <br />alcohol use. <br />
