Selected Target Areas and Cooperative Cities <br /> <br />Priority will be given to proposals received from or benefitting the residents of the target areas <br />and cooperative cities listed below. Types of Programs to be Funded <br /> <br />HCCDA awards a large portion of its CDBG funds for permanent infrastructure improvement <br />projects which meet such basic needs as providing clean water, adequate sewer systems and <br />decent, safe and sanitary housing. Projects which are essential elements of a long-term plan for a <br />comprehensive and coordinated neighborhood revitalization effort are highly encouraged and will <br />receive greater consideration. Community group endorsements for public improvement projects <br />should also be included in proposals. <br /> <br />Proposals with matching funds will be given greater consideration. Applicants are requested to <br />secure matching funds prior to submitting proposals and attach letters of commitment for such <br />funds. For joint proj~cts, letters of support from other agencies involved must accompany <br />proposals at the time they are submitted. <br /> <br />A small percent of funds are available for social service programs which provide services to low <br />and moderate income children and youth. HCCDA encourages proposals for juvenile delinquency <br />prevention, early childhood education or child day care programs, and child abuse prevention <br />programs. Matching funds are required unless funds are being requested for an innovative <br />demonstration program. Social service proposals mu:;t include a description of the sources and <br />amounts of matching funds. Joint projects which request CDBG funds to build model service <br />facilities for which other agencies provide operating funds are also a high priority. <br />
