Economic Devel09ment Proposals <br /> <br />HCCDA will consider proposals for economic development projects that create jobs for low and <br />moderate income people. Proposal guides for economic development projects are available by <br />request. Call Mark Mitchell at (713) 626-5651 for information. <br /> <br />E. ProlZCam Beneficiaries <br /> <br />1. Construction project:; must serve principally (51% or more) low and moderate income <br />residents, or elderly or disabled persons. Social service and housing (direct benefit) <br />projects must use CDBG funds only for the benefit of low and moderate income persons. <br /> <br />2. All facilities or improvements must be located in or near low and moderate income areas <br />served by HCCDA. (HCCDA funds cannot be used to serve residents of or fund projects <br />in Houston, Pasadena or Baytown). <br /> <br />3. If the purpose of the proposed project is to create permanent jobs for low and moderate <br />income persons, letters of commitment must be provided for specific jobs to be created or <br />retained for low and moderate income residents. At least 51 % of jobs created or retained <br />must benefit low and moderate income residents. (See II.D above) <br /> <br />4. Other Important Information <br /> <br />A. Land Acquisition <br /> <br />Public improvement pr;posals should have all necessary land acquisitions completed prior to <br />applying for CDBG funds. The acquisition of real property required for a federally-funded project <br />must comply with federal regulations. This requirement is in effect when property is to be <br />acquired after this application for CDBG funds is made, not merely when funds are awarded. <br />Applicants planning to acquire real property for a CDBG-funded project after applying for CDBG <br />funds are strongly encouraged to contact Marilynn Kindell at (713) 626-5651 prior to initiating the <br />acquisition process. <br /> <br />B. Disolacement <br /> <br />The permanent displacement of homeowners, tenants, businesses, non-profit organizations or <br />farms for CDBG-funded projects is discouraged.
