Applicants anticipating permanent displacement must include <br />this information in their proposal to HCCDA. <br /> <br />C. Project Desilm and Construction Management Responsibility <br /> <br />HCCDA will provide architectural and engineering design services and manage all phases of <br />physical projects from design through completion of construction. If the applicant desires to fund <br />the design of the project using its own qualified staff or an HCCDA-approved consultant, this is <br />acceptable. All CDBG-fu~ded design will be performed by HCCDA, unless unforeseen <br />circumstances occur. <br /> <br />D. Limitation on Relilrious On!:anizations <br /> <br />In keeping with the Constitutional principle of the First Amendment, certain limitations are placed <br />on religious organizations receiving CDBG funds. Federal funds cannot be used for religious <br />purposes; therefore, CDBG funds cannot be used to renovate, rehabilitate or convert buildings <br />owned primarily by religious organizations, if the facility will be used for religious purposes. <br />Religious organizations may, however, use CDBG funds for facilities, programs and activities if <br />the facility is not used for religious purposes and if such programs and activities are carried out in <br />a manner free from religious influences. <br /> <br />E. Limitation on Use of CDBG Funded Facilities <br /> <br />Facilities constructed with CDBG funds must be used for their intended purposes as described in <br />the proposal for a period of time to be specified in a contract with Harris County. If the facility is <br />proposed to be used for other purposes prior to the end of the specified period, approval must <br />first be obtained from HCCDA. <br /> <br />IV. PROPOSAL SUBMITTAL AND REVIEW PROCESS <br /> <br />A. Proposal Submittal <br /> <br />Enclosed are three proposal forms: <br /> <br />1) Physical Improvements and Facilities, <br /> <br />2) Social Service Facilities; and <br /> <br />3) Social Service Programs. <br /> <br />Complete and submit the first page of the appropriate proposal form, and answer the questions on <br />the remaining pages, using your own paper. Include all elements contained in the proposal form. <br />Proposals must be complete and self-explanatory and not require oral explanation. Note: Non <br />profit agencies, Attach Exhibit 1 and Proposal Certification items as listed in Exhibit 1. <br /> <br />Answer all questions in a clear, concise manner. The Certifying Representative listed on page one <br />of the proposal should be the individual who has legal authority to submit proposals for the agency <br />or jurisdiction and enter into agreements with Harris County, i.e., the Chairman of the Board of a <br />social service agency or the Mayor or City Manager of a co-op city. The Certifying Representative <br />may be different from the contact person listed on that page. <br /> <br />SUBMIT ONE ORIGINAL AND THREE COPIES OF THE PROPOSAL. All proposals are <br />due in the office of the Harris County Community Development Agency at 3100 Timmons Lane, <br />
