TWC Explanation of Fees for Regional Water Quality <br />Assessment Program <br /> <br />SUMMARY & RECOMMENDATION <br /> <br />The Texas Legislature passed Senate Bill 818 in the regular 1991 session <br />calling for a comprehensive water quality assessment in each river basin in <br />Texas. This bill allowed the Texas Water Commission to recover reasonable <br />fees from the state wastewater discharge permit holders to fund this <br />program. <br /> <br />Most cities were not aware of the fee portion of this bill. The City of La <br />Porte did not budget for this expenditure. The city's fee for this <br />assessment is seven thousand, three hundred and sixteen dollars <br />($7,316.00). This expenditure would have a major impact on the Wastewater <br />Treatment Operating Budget. The line item to be used for this type fee is <br />also used to cover costs of wastewater treatment from the South La Porte <br />(Bay MUD) area at the Gulf Coast Waste Disposal Authority along with other <br />fees and costs of required sampling. The Gulf Coast Waste Disposal <br />Authority has notified the City of a large rate increase and required Bio- <br />Monitoring of Plant effluent will begin this summer. Staff expects this <br />line item to be expended by the September 30, 1992 end of the current <br />fiscal year. <br /> <br />staff recommends approval of payment of the Texas Water Commission Regional <br />Water Quality Assessment Program fee of $7,316.00. Staff further <br />recommends transfer of funds from the Utility Fund Contingency Fund to <br />cover this expenditure.
