Herrera, City Manager <br />August 14, 1991 <br />Re: Law Enforcement System <br /> <br />. <br /> <br />twelve months) a <br />be performed to <br />followed regarding <br /> <br />(If needed, at the end of <br />replacement analysis should <br />determine the methodology to be <br />the police computer system. <br /> <br />The MIS Committee discussed with NCC the installation of NCC's <br />new police Information system. After demonstration of the <br />system the vendor was asked to investigate modifications of <br />the software to include more flexible report writing <br />capabilities. The vendor agreed to investigate, noting that <br />other clients had requested the same feature. After missing <br />several deadlines the committee recognized that the vendor <br />would not be able to meet the City's expectations. At that <br />point the City ended discussions with NCC regarding their <br />police information system. This action led the committee to <br />the next point in the management study, conduct a replacement <br />analysis and consider a stand alone system. <br /> <br />In the meantime the City applied for a grant to purchase a <br />Computer Aided Dispatch (CAD) system. This grant was approved <br />September 4, 1990. At that point the committee thought the <br />grant was inflexible and could only be used for Computer Aided <br />Dispatch (CAD) as described in the application. <br /> <br />Chief Powell visited with the Criminal Justice Division and <br />found that there was some flexibility in utilization of grant <br />funds. permission was given to apply the funds toward the <br />purchase of new Law Enforcement Software, as long as it <br />included a CAD. <br /> <br />Once this had been determined the MIS committee moved forward <br />with the preparation of an RFP for an Integrated Computer <br />Aided Dispatch, Police Record and Court Management Systems. <br /> <br />. This RFP is essentially complete, if funding is authorized by <br />council during FY 191-'92 budget sessions, the MIS Committee <br />will move forward with the following: <br /> <br />. retain consultant (Accord Group) to assist staff in <br />review of the RFPi <br /> <br />. issuance of the RFP and review proposals received; <br /> <br />. recommendation of vendor to Council; <br /> <br />. negotiate contract; <br /> <br />. purchase and installation of hardware/software <br />
